Because the one that’s lost needs him most right now; the others are safe. Jesus is saying nobody is too small to go looking for.
Luke 15 has three stories about lost things: a sheep, a coin and a son. Jesus told them because religious leaders were grumbling that he ate with “sinners.” The shepherd leaves ninety-nine sheep to find one, carries it home and throws a party. Jesus says heaven is like that over one person who comes back.
